4 days later with no response / pics from the seller
Seller: I cancelled the transaction, sorry if you are disappointed
Me: I'm disappointed that you didn't send pics like I asked as I may have gone through with the transaction
Then since I paid in pounds I get $25 less back as a refund due to currency fluctuations.
Shall I leave negative feedback?

I will add that there was no tear in the photo posted on eBay. I bet she got a better offer and just screwed me.

I’ve noticed eBay has started collecting sales taxes for some of my out of state sales (I’ve been collecting and paying them in state for years)
Sometimes they keep the taxes, I presume to be submitted by them to the states,
Sometimes I receive theses taxes myself
Is anyone else having these issues? Do I need to no pay sales taxes state by state?

Some people say they repackage items, I don't know if that's true or not. I have sold maybe 50 items through the GSP and never had an issue with any poorly handled prints from repacking, though I did have someone receive the completely wrong item once. I have had a couple things show up damaged but there was external damage to the tube as well (crushed, wet, etc).
The good news is once it is forwarded to the destination country you are in the clear. Even if it does show up damaged ebay will take the hit. In my experience, ebay will have the buyer initiate a return request and subsequently refund them.

They have repackaged some of my stuff I've shipped before.
I've recently had a sale that went through the GSP returned to me and took a hit from paypal for the refund. I appealed and won, so it looks like paypal overall took the hit since they poorly decided in the buyers favor even after I presented provenance and condition. One of the paypal representatives stated that they saw no uploads from me in my claim response and advised to upload images/pdfs etc one at a time during the claim process. I could see all the files on my side but they stated there was nothing they could see on their end. Weird but just a heads up.

Individual states are requiring tax on these purchases much like amazon purchases. Instead of having each individual seller collect and pay taxes, ebay just collects it and pays it forward. At least that is how it's supposed to work.
I know my state tax form has a section on it that if you made any out of state or online purchases you are supposed to pay tax when you file. I can't imagine how many people actually do this and how much tax revenue states get now because they passed laws requiring online retailers to collect and pay the tax.
I'm signed up for the Global Shipping Program, but when I sell internationally, the shipping label and shipping charges are still the same, i.e. I still am sending it directly to the buyer. Any idea why it's not taking effect for me?
