I've always considered Banksy an intelligent artist, it'd be too dumb to have just a mock sale. MOST LIKLEY this is exactly what it says, a sale using a practical question/vetting system (which gives those who enter a chance to personally appeal to the artist rather than a cold lotto) to sell the GDP items.

This wasn't a mock sale - folks were able to purchase the mats (afaik). You don't think this is something Banksy would do? Maybe the idea is that not as many folks will be willing to pay for the flip on a mat that doesn't carry his brand/name.

Yeah, that makes sense to me. Rewarding those that purchased the only item where the money goes to a good cause.
