I contacted Amazon Payments. Since Amazon is hosting a platform for OCE to use to conduct its business, Amazon said they would look into all of the "taken monies, and failed promises" from OCE. I asked why Amazon would provide a service to a company that constantly scams its customers, and why Amazon would want their name associated with such a company and the CS rep said that Amazon "has received numerous complaints from this company [OCE] and is considering terminating their Amazon Payments account.
