Easiest way to do a repost on an Android smartphone is...
1. Install the Instagram app (if not done already)
2. Log in to your account
3. Navigate to the post
4. Take a screenshot. For most Android devices, press the Volume Down + Power buttons simultaneously
5. Select to upload a photo
6. Choose the screenshot and just crop the photo
7. Tag, write comments, etc.
8. Post it

Same as the Android instructions above. Save for taking screenshots with an iPhone is done by pressing the sleep/hibernate button and the home button at the same time.

For android users just download "regrann - repost for Instagram" app. It's free and works within Instagram and not as a stand alone app. Super easy to use and repost an image. Once I installed the app I had the image reposted in seconds.
