Yeah, I figured it out. Just didn't realize you couldn't do this on the website. The Instagram website is mainly just a feed to view photos and videos.
Easiest way to do a repost on an Android smartphone is...
1. Install the Instagram app (if not done already)
2. Log in to your account
3. Navigate to the post
4. Take a screenshot. For most Android devices, press the Volume Down + Power buttons simultaneously
5. Select to upload a photo
6. Choose the screenshot and just crop the photo
7. Tag, write comments, etc.
8. Post it
