I always remind PBs to not ask for my help unless they're 110% committed to paying and willing to risk getting personally called out by me on the public forums. Seems a bit douchey but I haven't had a problem with non-payment yet.

Sound advice. And yes, naming such folks is a good way for others to steer clear of them.

That's the best route to go, though I can imagine people being skeptical about it, so I don't require they do so beforehand.

This is what I do. I haven't had anyone complain about it. They can see my past feedback. It's the most fair way to do it I think.

Generally speaking my skepticism is much much higher on this board than the other message board(s) where Ive done most of my PBing due to the fact that flipping and price gauging is so prevalent and generally encouraged around here. Many many people seem to be here for themselves and the money. That said, there are a number of very generous members ive stumbled across on here that Id have no problem doing a PB for w/o an upfront payment. It's kind of just a case by case basis.
