Posters that are framed are not mint, and have never been counted as such.

Posters that have been previously framed should require more scrutiny because framing and/or subsequent removal can easily subject to a print to wear, and tape residue on reverse etc. I think that is why many listings throughout the eb sales history have the "previously framed not counted" note.

"All framed are not mint" depends. What about framed art prints have acid free backing boards, UV acrylic, and non-adhesive mounting, etc? We can't assume a print is damaged just because it was framed

Well, exactly. And you can't assume is isn't damaged, either. Which is why the "previously framed, not counted" addendum was created and has been used by mods and users for years.

In a case when a print was removed from a frame and/or sufficiently stated as mint via photos or description in the listing that would suffice, as per the example we are discussing. But a framed print on the other hand, should not be definitively stated as being mint (or counted). Go that route and you'd be contradicting a decade and a half of user and mod effort.

It's sale can be counted and recorded, just noted as framed, and not counted towards valuations.
