It's nothing new - I had to "sign" some sort of contract when I bought a pair of Sisters panels from Spoke back in 2014. True flippers laugh at such attempts to thwart, some regular collectors will be deterred.
the only thing that will stop flippers on a release is a timed edition. other than that not much you can do. things will get resold.

everybody flips, just like everyone poops
jkw3000 - Nobody ever really wins in this hobby.
Olly - I'm a hack asshole unable to provide you with what you want.
Gonzo's Mom- And some of you are the demons!

I had a really rough time selling my Josh Keyes scorch 2 after I signed that contract with spoke. Everyone that wanted to buy said "I just can't do it in good conscience knowing you signed that agreement".

Seems like if you don’t get emails and aren’t told why/how, and you choose not to buy against the terms… then assume this continues… you can’t collect at all. That’s entirely not fun, especially fans for many years.

I haven't even sold one yet and I'm antsy. Random company shipping prints always a crap shoot.

Don't they use a third party fulfillment company like every other band?

The guy who is overseeing this for fans.live commented on FB to the naysayers about this. They are planning to use 4 inch tubes, tape flaps, tissue paper, the works. Apparently.

I heard they're going to hold a lottery on fb to determine the order that they ship the prints.

I'm sure they'll figure out a way to drymount it up
