I'd say Aaron probably doesn't do personal pieces, but I'd imagine he wouldn't be too hard to get a hold of if you wanted a book cover, CD artwork, or whatever else done. It's not like he's only doing album covers for Metallica or something...a lot of his projects are quite niche. (However, the obvious caveat here is that Aaron can turn down whatever he doesn't want to do. And if he can turn down John Mayer, there's a pretty good chance he'll turn down your project, too).
But yeah, I don't think he's the kind of artist accepting commissions from fans to have Doctor Who fanart drawn
