I've tried downsizing it through IrfanView to 16x20, but when I upload to Printerpix, it still doesn't fit. If anyone has advice on this please PM me.

I cropped in Photoshop to achieve a 16 x 20 overall size print. No matter what you do - you will have a wider margin on the vertical sides. (I had to fill-in/color on the vertical sides to acheive a 16" width resulting in the wider margins on the sides.)
I believe some print shops want an allowance of 1/4" all around the image(s) submitted. If that's the case with printpix, you'll need to size the image to 15 1/2" x 19 1/2" allowing for the print shop's requirements. I think Walgreen's requires the 1/4" border - it's been awhile and I've only ordered on 'paper' - never ordered any 'metals'.
