Im going to repaint my flat file with a paint sprayer. Do i need to strip the old paint first if there are no cracks or flaws in the existing paint?

* it has never been 'painted'. Its still that OG pale green color that it came with

Put down a primer first. That's the only recommendation I have. And of course clean it of dirt before painting.

Sand it a bit to help the primer stick.

Why, is he the only one who refinished a flat file before?

I just sanded the rough spots, wiped everything clean and then spray painted with some ironlak spray paint. No need for a primer IMO.

I would recommend scuffing it up to make sure your paint sticks. I'd also recommend you seal it as well. That will help with chipping down the road. Good luck
