For Perth, there's a group that's set up that funds the grants for the murals. The local government has a percentage of funds that they need to spend a year on art work. I believe that they also have to have a percentage of Australian artists VS international artists, so it's not just completely international artists. Most of the murals around here are paid for by local grants or part of the capex spend for remodels, but I'm sure that's not the case across the globe.
I think the issue is though is when you get people who don't like the mural voicing their opinion loudly about it as it's usually tax payers money put towards these murals. Whilst Phlegm was working in Freo earlier this year a lady walked past saying to me, 'oh, I don't like this at all. How much did we have to pay for this, and how much will it cost to cover it up?' I tried to explain it all to her, but ignorance feeds ignorance and she just didn't want to listen.
