I'm not that kind of lawyer, and I'm sure there are state specific laws, but I feel like if a charity is sponsoring it, you can do a lot of things you couldn't normally do, which is how churches and those 50-50 raffles at football games get away with it. Would actually be something super awesome to look into.

Y'all do how many raffles a year at this point? Just to put a finer point on it to see how much money y'all could potentially donate in a year...
