I am restoring an old flat file. Im doing a brushed steel finish (similar to image). My question is, since it will be inside, is the bare metal still prone to rust? and should it still have some kind of clearcoat on it? and if so, what?

definitely will rust.
try an clear epoxy or clear latex polyurethane. if using polyurethane, make sure you get as many coats as possible.
