About the payment method change on eBay, they are going to roll out Adyen to eventually be it's primary third party payment source, but the emails also stated that they were going to keep PayPal as an option. Adyen will be more competitive with lower fees, I don't see how PayPal can compete unless they lower theirs as well.

If anyone's bidding on the "Warhols" offered by bleca-meca I'd recommend cancelling your bids. Dude has a long and published history of selling fakes.
