if yes to both, nothing to worry about. eBay takes all claims and responsibility after that point.
i dont use the global program, but i would assume they provide a tracking number to the buyer (different than the one you upload to your auction). do they also provide this information to the seller as well? assuming your package was delivered to the global location, then i would assume your buyer needs to have direct contact with eBay and not you.

Just went to Fedex to ship a 2500+ print to Australia from the states. I was told they do not have insurance and their limits of liability are $1000. Is this true or are they donkeys?

For GSP, a little clarification : you're not responsible once the package gets to their shipping center, that's correct. If the buyer opens a claim/case, eBay handles it as far as I know. On the other hand, the buyer can just skip opening a claim/case, and just give you a negative feedback straight away.
Some guy in France which I sold a Durieux RW to, received it, said it was damaged, then posted negative feedback without going through the proper channels first. My only negative feedback ever. I tried to get it removed, but eBay wouldn't do anything about it. Said something in the lines of :"buyer didn't open a case, so we have no way of knowing if blame is on you or the buyer, thus we're not gonna remove the feedback". I think it's one of the only loopholes of GSP. Besides that, I've been very happy with it.

Send another email letting them know that you are going to file a claim unless you hear back from them. If they dont respond file a claim thru ebay the following week.

Even usps offers up to 5k in insurance. Seems like they're wrong.
