Now this is odd. I just bought something on eBay that I did not get charged sales tax on. Saved me $40 so I can't complain but I don't know how it happened.

Buyer files unreceived item claim 10 days after I ship. Item arrives two weeks later and is now held until buyer returns in “4-5 weeks and after I inspect the item to make sure it isn’t damaged I will release the hold”
Am I just SOL until they decide to pick up the package?

It was mentioned earlier that, while you won't be paying 3% to paypal, ebay is basically charging the same percentage for their managed payment service. I haven't switched over but here's the quote from some pages ago.
