That's last year's WestFest poster by Malleus. There were 4 Westfest posters: Malleus, Sperry, Donovan and Hunter. They were all together in S.F. leading up to the WestFest weekend (in addition to spending lots of time together periodically over the past few years), and it's no secret that they've all made an impression on each other.
I always defer to someone who's wearing a beater, regardless of what else he's wearing.

After I made American Artifact in 2009, a few posters were made using what I had learned about making this Red/Blue Eyefry.
The technique goes back to a poster Ron and I made in 1997, Fleetwood Mac for Virgin Megastore.
Ron Donovan used this color combination in 1999 for his Bad Religion poster featuring Oliver North.
I revived it and punched up the reactivity of both the Red and Blue and used it for American Artifact in May, 2009.
I used this technique again for my Umphrey's McGee Frog in January 2009.
Malleus visited in October 2009 and asked to use this combination for their Westfest poster which was printed by me and Poia.
In March 2010 Chris Shaw and I co-designed and printed Massive Attack using this brew.
Recently, last September 2010, I used these colors - freshly mixed from new inks - for TRPS 2010.
The importance of using red and blue in the proper tonality, hue and chroma levels to achieve Eyefry (a Firehouse trademark) has been a technique devised over many years and through a lot of practice.

If I recall correctly, Victor Moscoso had a quote in the American Artifact movie regarding things such as this red/blue visual experience. It went something like: "When I did something unusual (sic) for the first time, it may have been by mistake. But when I did it again, it was by design." Victor obvious mixed lots of 'hard on the eyes' color combinations, and he also created text that was extremely difficult to read.
From time to time, current generation artists use techniques, or create images, that immediately make me think back to the Big 5 and other late 60's early 70's poster artists (I have tons of art from back in the day). This is obviously one of those, and as Chuck stated above, he and his cronies have been working on this type of thing for years, so it's not new, even to them.
