who here is gonna track down the mag models for the two panic posters he did... among others. i suppose this isnt the only instance...

I noted a striking resemblance on his first WSP poster with a movie poster picture I saw, but no one really cared at the time.
that's more of an inspiration if anything - that is, assuming chuck ever saw the movie poster.
for what it's worth, illustrators grow up and mature in their own style by staring at photographs for compositional inspiration
and the like. I think one would be hardpressed to credit every photo that they used in drawing one of their pieces.
now with this english beat/vogue thing, I dunno - that's a pretty intense reliance/borrowing thingy going on. I still don't know how I feel about it.

I look at this argument like a cover song..... The song has to be relatively unknown or very well known. Otherwise preople will consider you a ripoff. I think this similar to the appropriation vs tribute arguement. Maybe that vogue image falls somewhere in the middle.

Appropriating pop culture images is as old as the rock poster itself, from the sixties stuff to the present. Call it what you want, but tweaking a familiar image will alter the original message, or stand it on its head. Ultimitately it has to stand on its own. Chuck's poster is really beautiful, and I think it stands as its own statement just fine.
