In eastern Pa the land can go for about $5,000 per acre for something untouched, to about $200,000 an acre for urban (with water, sewer, gas availabity. New construction averages around $140-175 per sq ft depending on many things.

Generally for new construction they put the baseboard on before the flooring so it can be caulked and painted with a spray gun.
