To be fair, tapatalk is pretty cool. I use it for other places and on a bog standard phpbb forum it's easy to integrate. I've done similar in another forum. Its just that EB has its little eccentricities as always.
Like you say though Otomo, I use it on my phone and tablet with no real issues.

Unique app creation is $$$$($).. and as a dev myself, it's frustrating to hear feature requests from folks who have no understanding of what goes on behind the scenes, how sites are developed, how apps are developed, and all the unique intricacies of this site (read: not out-of-the-box) that are taken for granted and would need to be considered in such a move.
My humble two cents, move the phpBB to a current version, migrating users/posts/history/etc., migrate user associations/schema. Then all forums will be mobile friendly, probably faster. Then focus on the collection side of site, backbone/foundation (sry more of a RoR guy, not sure what's easy in PHP), responsive framework = mobile compatible collection out of the box. Wiki has updates, including responsive design.. then theres skinning/styling.
Major undertaking, but I'd be down to help.
