It probably won't send them a notification. But *fingers crossed* if the other person goes to your feedback page after you've requested it, they should be able to enter it there.

one member is stating that doesn't work either?

Yeah, I've heard that it doesn't work for everyone, but I know it works for some. So, worth a shot. One thing you might do is try requesting it from YOUR feedback page instead of theirs. And see if that makes a difference. It could be that some portion of the functionality doesn't work, but other workflows do.
