Is it just me, or does the shredded portion not seem to line up with the framed portion?

I think the piece inside the frame is recessed, and appears to be lighted from within. I think that's causing a bit of parallax. Or perhaps it's not going straight down into the shredder, but has to bend around a roller or something to go through. There are a number of things that would explain the optics; hard to tell from the video.

The painting in the frame is what is being shredded there is no duplicate decoy situation going on, think about how much sense that wouldn't make.

That banksy print was a secondary stowed/hidden one as is clear due to the colour difference.

So effectively the owner now has two prints for the price of one, although it also comes with a remote control device to show off the cut one.

I think the difference in the color in the canvas in the frame and in what is shredded is due to a spotlight being pointed at that spot on the wall. You can see the light when they pull the frame down. Also, the canvas in the frame stops at the same time as the shredded parts. There is a slight delay in seeing shreds come out the bottom because i'm guessing is getting woven three the slicing mechanism before coming out the bottom. I see no reason for a person of Banksy's means and creativity to fake this with a 2nd pre-shredded copy hidden in the frame.
