Do we know where the cops were aiming? From the articles I read, it sounded like the cops tried to "deter" the cannibal dude with gunfire first -- which could have meant anything from just firing near him to aiming at places other than head or center mass. Add all the stuff I just cited and the rest of the content in the links and pair it with the standard issue 9mm IIRC and you don't get instant death. You don't bleed out that quick unless you've hit a major artery or the heart. Hell, most home invaders aren't dropped immediately by anything but the larger calibers or a shotgun.
