Nah. They've been very specific in that, if they're going to do something, they're going to do it right. Eg. they had the Ghostbusters license, but because they couldn't work out likeness stuff they decided to just not do it.
I can't see them committing to a whole LotR series without working it out like they did with Star Wars (bunch of art prints, then a few traditional posters).
How about JP or BTTF?

Considering the first 2 JP posters have no people on them, and the BTTF shows Mr. J Fox's shadow, it's pretty obvious. Whether likeness rights are being worked on, is another matter. It would certainly explain the long delay.

When Germain at Slashfilm asked directly if they had the BTTF likeness rights, they said 'no comment'.

That's far more a no than it is a yes.
