This isn't misguided at all. How many orders do they take at once? 400? If there are multiple orders from the same IP in that batch, the likelihood that they're the same person is far higher than it is two people at the same office or apartment building or Starbucks. But the reasoning you give is the what I would say to obey if I was ordering more than one from the same IP, like for example, if I had my co worker order an extra for me.

There's an extensive list of data points in Shopify that can be used to flag your order. Cookies and IP address are two examples. The potential amount of data you give up unwillingly just by visiting a single web page would blow your mind.
