He doesn't look like he knows how the thing works, so to me he's not the one who sprayed the smiley. It's about doing small things, good actions that will inspire others to follow suit. Someone else did the smiley (kind of what Brainwash does with his art), dude saw the smiley, picked the paint sprayer or whatever that is and now wants to do something good of his own.
