Foam-board is manufactured in regular and acid free. Bainbridge also makes ArtCare foam board that is treated with patented process that allows it to actively absorb acidic compounds coming into the package. Technically I am not sure if the foam itself is actually acid free but the foam is coated with some sort of material so you have a good surface to mount your image to and that surface is in contact with your print so it should be acid free.

I am a noob at the poster thing, so I apologize in advance.

The (cheap) route that I am going for now is getting some portfolio refill pages and putting my posters (phish) in there. Does the backing go inside the sleeve, or do i secure the foam board to the outside back of the sleeve.

You can buy foam board, different sizes from http://www.iclicknprint.com/products, they also have a very good Design Center which will allow you to customize the foam board www.iclicknprint.com. I hope this is helpful.
