I would definitely open the dispute. It will buy you some more time. If you still don't receive it during the dispute window, escalate to a claim.

If it arrives after you've received a refund, re-send the cash to the artist.

This... & you might send a message to the artist (if it's someone you care about or might want to do business with in the future) letting him know that it's nothing personal, just self-protection given the impending date. & if he gets pissed off & refuses to send, you will know he was dishonest all the while...

Wotta...better safe than sorry man. at the end of the day you gotta cover your own ass. if it doesn't work out you can at least live with trying to get your money back rather than letting it go and never seeing it again.

also, Punxsutawney Phil saw his goddamn shadow this morning...

Ha-ha! I just found this. This was one of the first vector images that I made while learning how to use inkscape. I forgot all about it. (BTW, inkscape is free/open source if you want to try your hand using vectors.)
