After having my card declined twice I recently learned as of 9/12/23 Paypal remove 'Automatic top-up' which lets you make purchases without an account balance. You now have to have an active balance. I think 90% of Paypal users do not load their balance and use paypal as a buffer unless you recently accepted a payment. Balances are usually quickly spent unless its for business.
These new terms make the card useless unless you are trying to make a payment to some shady site like gambling deposit work arounds.
They said it is to prevent fraud. They really want to take over your direct deposits and have a balance to accrue interest. They are not even FDIC compliant.
I wont close my account but time to cut this card up.
