They do the same thing here. I don't agree with it, but I see why they do it this way. Every time I renovate my homes, I put the flooring first and trim after. I spent quite a bit of time in construction during my student years (I also enjoy it quite a bit, aside from drywall sanding, etc) and I think they always put the baseboards first except for hardwood floors (sometimes laminate). Even with hardwood, sometimes they nail the baseboards prior and then cover the "holes" with quarter round, or something like this (tried to find a smaller picture and went through 5 or 6 and they are all huge, so whatever)

which I think if pretty fugly (if you think it looks fine, there is nothing wrong with it and many people do it purposefully, just a matter of taste).
