No, it's completely random.
Didn't realize there were two background colors for this handbill until I was entering it into my EB collection and noticed the options for silver and red. Has Tyler confirmed that the colors are random, or is that speculation? Either way, I love these bonuses Tyler's been including in his orders :clap:

I got the red variant, too.

Rolled pretty tight, but looks awesome, although I'm not really sure what I want to do with it yet.
