I think it depends on the perceived legitimacy of the win.

Or how much the artist is willing to pay to find out who broke into their house and stole it.

LOTR was legally declared as an eligible receiver of votes just before the snap election.
And the jpeg was not under inflated, the border just makes it look that way.

This is how I justified voting for FOTR. The runner-up for me was Moss's Jungle Book, which I also have never seen in person. So if I'm choosing between jpegs, I'm going to go with the better jpeg.
That's the thing. The fact that FotR won one of the weekly art awards in 2014 would mean it wouldn't be an option for voting in 2015 (i believe that's how it works). So if you're saying it shouldn't be included now, then you're effectively saying it shouldn't ever be. If anything the problem is with being able to vote a piece as art of the week before it's in hand, but a ton of art gets art of the week before it's shipped. That won't change. So this is just a case of bad timing, but I don't think anyone can say it's undeserving of ever winning the award, and with the current system it would only be eligible in 2014.
I'm going to take the lack of response to these comments as a victory. Suck it, haters!

Had it even been printed?
I'm ok with voting for things you haven't seen in the flesh so long as decent pics of it exist.

The reg finished printing...but that was like, in the last week or so.

No big deal, just interesting to see what kind of criteria people have for these votes (assuming your default isn't set on Horkey).

I think for many people the criteria was just the artist being Horkey.

Hey, plenty of people's criteria for going to see Alien on the big screen was the artist being Stout. :P

Didn't help that Phlegm's contribution this year was a largely mediocre selection from his repertoire.
